Building is close to the corner of Broad and Front St, by the clock tower. To access restrooms, you have to go down a long set of stairs to the riverfront. There's a restroom indoors to your left once you get down to the riverfront (or rather a little alley and back parking lot; rather secluded). Doors seem to be locked as of January 2020. No hours visibly posted.
