I know there is a single-occupant, accessible restroom with changing table at the 4th floor of the Webb Building. It is located on the Atrium side (not the Tower side) behind the elevators.
The Webb Building is a secured public facility and you will have to go through Security (remove jackets, go through metal detector, have your bags x-rayed, etc.) before you can go inside and use the restroom.
