In the passenger deck on one side and in the center and often close to one of the staircases leading to the parked cars below The washington state ferries have a family bathroom that is gender neutral and is for a single person (or one with kids) and lockable. I have used one while going from Seattle to Bremerton enroute to Port Angeles all dressed up
