Make sure you're in the westernmost section of the building. The entrance nearest these bathrooms is across from the expression tunnel nearest the pond. There's one of these private bathrooms on every floor of the west wing in the corner near the elevator. It's a small room with a single stall and a sink/mirror, but the outermost door can be locked to make it a completely private bathroom.
