When you enter the building, there are Adult Unisex Bathrooms to your right after entering the doors. They all have a label that switches when locked to let you know if it's occupied or vacant. The bathroom that has the changing table is in the kids side of the library. The kids section (which is open to adults too) is to the right further past the adult bathrooms. As you enter the kids section turn left, you'll see book shelves, the bathroom is on the wall before or after the fire extinguisher (I can't remember the placement) on the wall. If you have trouble finding any of these, the ladies who work here are super helpful and will tell you where they are no problem.
Bathrooms are free and you don't even need a library card to enter and use them. There is also a sharps container in the adult bathrooms if you need them for EpiPens and such.
