All-gender: Yes
The restroom on the THIRD floor is gender neutral (a signal / family style restroom). Doesn't belong to any particular business in the shared building. I'm not sure on accessibility but there is at least an elevator. The restrooms on the FIRST floor are sex-segregated and multi-stall. I don't know about the basement or second floor.
