First floor in the back- it's not by the other bathrooms. If you just go straight back, it's pretty easy to find.
The library requires a student ID after 5 PM during the summer; if you're not a student, just say you forgot it and see if they'll let you in. UIC is a big commuter school with a lot of nontraditional students, so even if you don't look like a stereotypical college student, you're probably not going to be turned away. This restroom is very large; it's big enough to support a power chair or scooter. There are two handrails by the toilet.
