Wheelchair access: ADA accessible
The bar can be entered both from the tram-side and the "backside" of the building. The restroom is on the opposite side of the bar, to the right of the cupboard which has bottles of alcohol on it. I would recommend first buying a drink at the bar, as it is more polite. But using the restroom seems to be free.
