ACC has a diverse student population, which makes it fairly easy to get up to this floor. If you don't have a parking permit, across the street there's a hotel you can park at and there is also the mall parking open, too. Not sure how/if these other areas are monitored. The stall is large and the main entrance to the restroom can be locked.
