There is a fee to enter the parking lot, but there’s also neighborhood free parking next to the camp/day use area. After the kiosk, follow the main road til coming to a large parking area. The restrooms are odd upright tubular shaped buildings.
Each “tube” is a single occupancy, gender neutral basic beach toilet. There’s also an open air shower with hot water. Could be a good stop if riding along the bike path that also runs along the beach/coast.
