Second floor on the north end on the right -- two single stall unisex bathrooms. 3rd floor on the NW side by the gallery -- unisex accessible bathroom. Other neutral bathrooms but those are the easiest to find.
The Capitol can be intimidating but it's fully public, very safe, and full of other wandering visitors so don't worry.
