Single stall restrooms in the zoo and in the second building in the back (Bay Gallery) are both gender neutral and wheelchair accessable, at least one restroom in each location should have a changing table. Ask an associate and they can give you directions. The gendered multi stall restrooms near the entrance are not accessible but both men's and women's have menstrual product disposal bins.
These restrooms are inside of the museum which does have an entry fee, however if you mention at the admission window that you are in need of a gender neutral/accessable restroom and that you cannot find one in the park they might let you come in to use it. This post was made by an employee and may be biased based on that.
